Pre-deployment site survey
The purpose of the planned PDSS (Pre-Deployment Site Survey) mission is to gather information and carry out coordination efforts that are essential for the planning and implementation of our client’s investment, mission, and industrial development.
In general, the design and execution of each PDSS differs—even among players in the same industry. Therefore, it is critical to avoid the use of templates and oversimplifications. Throughout the multi-phase planning and execution process, the developed considerations, applied annexes, and tailored questionnaires are often specific to the situation and may not always be reusable. During the entire operation, special attention must be paid to protecting participants’ information—and, if necessary, their physical safety as well.
It is also important to recognize that changes in circumstances—such as political or global financial conditions, elevated threat levels, or updates to local regulations—may necessitate adjustments in implementation or execution procedures.
A site survey conducted before foreign investment or industrial development is a process carried out ahead of the actual construction or design of the client’s project. Integrating the survey results into the client’s industry- and economy-related decision-making phases—or using them to support already made decisions—is vital. By collecting all the necessary data in advance, the investment or industrial implementation can be planned in a way that minimizes disruption both during and after the project, helping avoid major delays or emergency situations.
We typically apply two types of site surveys in support of foreign investments and industrial developments: active surveys and passive surveys.
An active survey is conducted during a specific phase of a project that has already been decided and launched. It involves on-site inspections and the preparatory steps necessary for continuing the investment or construction. This may include establishing or re-establishing business relationships and beginning infrastructure development, all under the umbrella of on-site security assessments. However, in these cases, the time available and the speed required for execution are not always compatible.
A passive survey takes place before any firm decision has been made about a particular project. In this scenario, the client is exploring potential investment opportunities and commissions us to assess a new location. We carry out the assessment in alignment with current—and potentially evolving—industry and business needs. These surveys are typically not time-sensitive.
We are capable of developing professional and flexible planning strategies, creating effective and targeted checklists, and independently deploying expert assessment teams. To ensure successful execution, it is vital that our activities are fully coordinated with the client’s experts and with representatives of the host nation (HN).
Our checklists are organized into general functional areas, facilitating the delegation of responsibilities across personnel teams and helping gather the necessary information in a structured manner. Existing information will, of course, be incorporated. However, the insights gained during the process also serve to inform and update future (industry- and area-specific) checklists.
Once our on-site assessment team has collected all the required data—and completed any necessary preparatory tasks—we conduct a thorough analysis and deliver a detailed, comprehensive report tailored to your actual or potential investment or project site. If the report includes cases or issues that we consider uncertain or requiring further resolution, we will propose actionable solutions to support well-informed and efficient business decision-making.
